It needs to be installed in a minimum of 4" of concrete.

Q: is this wet location listed?

The housing is IP66 rated when closed. To meet code and obtain a waterproof rating, the unit needs to be installed in a minimum of 4" of concrete. The 20A GFCI outlet is UL listed to meet code and is weather resistant (WR) rated.

Q: I have a dumb question: why is this one $400 and others are $50?

The answer is there are different levels of quality. The Lew Electric models have been tested and certified to be waterproof when installed correctly, have UL listed outlets and a full 1 year warranty. I'd tend to believe the $50 model is likely a cheap knockoff. In most cases you get what you pay for.
