Q: I bought the Arkon 22" floor-bolt mount (arkon GN series), but it has a 22mm ball, and in answered questions this item is only for 17mm ball?

This is definitely a 17mm ball. I bought it to use on the same mount as my Garmin.

Q: I have an arkon gn088-l22-sbh arm that terminates in a 22mm ball. will this fit over that ball and tighten properly?

The mount is sized for a 17mm ball.

Q: does this fit the garmin ball mount?

There are two sizes that are made, one is 17mm one is 22mm... I believe that garmin uses the 17mm... so you will want to be sure you purchase the right size for your mount.
