Q: Is there an instruction manual that comes with this? I ordered and I want to make sure I set it up right.

There was not an instruction manual. Different applications would require different instructions.

Q: I put it together and it isn't frosting like the pictures. How do I get it to do that?

Nothing is labeled, so bare with me. Start by putting the fan on the heat sink. If my kit is the same as yours, there should be several blue wood screws. They go through the mounting holes in the fan, into the fins. Then, put the thermal paste on your heatsink (on both sides) and sandwich it between the flat side of the heatsink (opposite of the fins) and the reservoir. Place the aluminum bar across the reservoir and tighten with the final 2 screws with even pressure (finger tighten them at the same time and then use a screwdriver and screw each side in a gentle half turn-not too much). This kit is missing (1) tubing/hose (2) pump and (3) peltier node, and would benefit from a radiator with another fan

Q: what size are the connections on the water block?

Roughly 3/4 inch. I would wait for a second opinion in mm though
