Q: Does it work on fabric?

Fabric glue is generally another type of PVA. "SoBo" glue, for instance, is made for fabric & has a stiffer initial set. This PVA glue is softer & more flexible. But yes, in certain applications it will work on fabrics. That stated, the types of projects would be limited for indoor/scrap-booking, etc. For outdoor uses such as flags, applique, etc., stick to "SoBo" or an equivalent. This type of PVA is best for bookbinding.

Q: Will this work on ceramic? I have a large ceramic flower pot that the entire bottom broke off

I don't think so? Probably rubber cement or crazy glue would work for that? Read their labels. This is archival adhesive for paper and cloth.

Q: Does it work well with fluid acrylic paint pouring?

Carl Mazur in his youtube tutorials recommends it for fluid acrylic painting.

Q: What does it mean that it's "buffered for added protection"?

Buffering means that the adhesive is less likely to allow deterioration of the items being joined. Less likely to fall apart, in other words, by keeping the acidity under control.
