Is this shipped with ice packs? What steps are taken to keep from melting in transit?

I live in CA., 60 miles north of this manufacturer. This was fulfilled by a 3 party, so I am not sure if all sources use ice packs. Last year at this time we hit 120 degrees, so maybe some sellers got sick of refunding and got smart. Sorry that I can't be more help.

Can you eat the wafers as they are?

Yes the wafers can be eaten out of the bag. However, keep in mind there is NO sugar and the wafers will be rather bitter to the taste.
