Q: How much can I cut off each end?

There's a line that marks the maximum you can cut off according to the manufacturer, not sure but could be 740+760mm

Q: whats the difference between 31.8 and 35? i have a 31.8 easton heaven, will this still fit?

That number refers to the clamp diameter, so the 35mm bar won't fit a stem with a 31.8 clamp diameter.
