After I rubbed the solution in, I started to buff - after the first time I feel my buffer is not doing what it should - any suggestions

I found this cream to be great for conditioning the nail, not so much for polishing. My nails were in much better condition after using this (you only need a teeny blob and just massage in). And it lasts ages despite the small size of the tube. Personally I use a Leighton denny buffer to obtain a great shine. Hope this helps.

how many ml are there in the tube?

10ml doesn't sound a lot, but you need the tiniest amount and lasts for ages. Really good product.

Is the buffer included with the cream?

Yes it is. You can also purchase extras if your cream last longer than the buffer.
