Q: what is the circumference of the top, ie, are they ok for big calfs?

Getting away from the size issue, on my size 7's delivered (which came up a size 9) the circumference on mine are 42cm or 16 inches.

Q: Do these boots definitely have steel cap toes? If so, good quality?

I can't guarantee they are steel caps, as you can't feel the material if you put your hand in the boot. What I can confirm is that whatever the material is, the toe cap is extremely firm / hard and does not give at all when jumped on (I'm a heavy man) / pressed very firmly. I have no reason to think it isn't steel as it certainly acts like it. I've only had the wellies for 2 weeks and used them 3 times. For £10 or so, I am very happy with them and I can't see why they shouldn't last a long time. Unless they disappoint, I don't see any reason why I wouldn't buy them again in years to come.
