Will this fit a 4 foot T5 light?

The measurements mentioned in the other answer should refer to the diameter of the tube, not the distance between the pins. A T5 has a diameter of 16mm and a T8 a diameter of 26mm.

will this work with a 110 volt site lite

This tube is not voltage specific. As long as your control gear runs that voltage, it should work fine.

Will this be OK for years old light in my loft. It has a separate starter

As long as your old fitting will take the 20mm dia. tube it should be ok. If the starter is also very old, it may need replacing with a " universal " starter.
