Q: Both of the lens can be rotated?

Yes. I have one pointing out to the street to capture when I'm driving and the other inside my vehicle to see everyone, including myself.

Q: Can you see license plates clearly ?

No the screen was too small and at night not clear

Q: Rear camera looks like a hot mess to install by one of the customers picture. Exactly how does it connect? Is there a way to look at a manual before.

There is a pretty long wire with the camera. The routing can be hard and depends on the car. The connection is via a jack directly into the screen/system.
