One of a pair!
This was offered as a pair of top quality ratchet tie-downs, packaged in a box.I received one excellent item, but the other one arrived used, damaged and both were repackaged in a split polythene bag.The devices are strongly made and one would on its own do the job for me. However, they will go back for a refund.

really good locks only issue is they slip over very big bumps and wet conditions
If these are ratcheted they are very easy to use and quick to fasten. Only thing I would say is the place where the straps goes through could latch or grab onto the strap a bit better.. for example over very big bumps and in the wet it needs to be tightened as it can come loose.. I don't know if this would work but on normal straps on one side they have grippy edges and the strap be be released.. whether that would work on this kind of setup I am not sure.
