will this sit on a tabletop?

No. Its "human" height. I mean u can put it on a table top if it was in a Store or on display. Its totally up to you. Mine is in my glam room on the floor.

Would this fit woman's small and medium shirts? I'm trying to start a business, working with Gildan brand shirts.

It will fit some and others won't. I put a dress with a fitted waist on this and I couldn't zip it up all the way, only half way.
