Are the stems removable?

No, the stems are no removable. If you don't want stems there is another type of caster that attaches with a plate.

does this come with a lock ring to go in a metal chrome craft chair?

These casters are outfitted with an 02 friction stem that measures 5/16" diameter by 1-1/2" long. Also included is a metal socket that will receive the 02 friction stem and can be inserted into your furniture or other project. I hope this helps.
