I have used it in several things , candy , cakes, and never had a problem . So I would say it is Food grade . Permanent ? I am not sure what you mean by that question .

Can this be used in beer?

This is just a food color, and it will not harm you. However, I believe it will stain your teeth and mouth. Experiment with it and see.
