Can you use the the scalp serum and lift me up together?

I bought the lift me up only but after using it I could barely get a comb or brush through it.

Does it have a strong scent? It says wintergreen in the ingredients but also says perfume so I would like to know what it smells like.

It’s not a heavy scent, just a kind of clean scent. Product stiffens the hair like a hair spray that can be combed.
