This cap's closure is adjustable micro hook/loop tape with an elastic band and d ring. The elastic gives a small amount of stretch for a comfortable fit.

Q: Will this hat fit a 21.5" head?

I'm assuming that 21.5" means the circumference of the head. I wear a size 7 3/8 hat and it fits me fine. It also has an adjustable Velcro band in the back if it's too small. I hope this helps you out.
