Yes, stair treads mats can be used for wooden surface.

Does anyone know if these adhere well to painted wood stairs?

Yes they do with the backing tape provided & tacks help hold the mats securely in place.

How does it fare on concrete?

While they look pretty initially, the pattern lifts and curls quite badly, causing a trip hazard. It would take an undesirable amount of glue to make them useable. Unfortunately, I regret I do not recommend the product on any surface. Too flimsy.
