You just need a good adeisve it has glue on it but I made it extra better to stay glued down but it still works without the extra glue

What is the best method for cutting?

Use a utility knife with a straight edge, scissors, a color pencil , use metal washers (to cut circles) . Now measure twice and cut once on cardboard (make templates and once it is correct transfer to covering. Take your time, you will be proud of you have accomplished.

Can this be stuck up verticle like a wall?

Yes. I have never done so, but the adhesive is so strong that I have no doubt it would work fine on a wall or even overhead.
