Q: Does it go on the inside or the outside of the screen.

Anywhere on the screen. Easy to use like tape. But if u have lot of holes, u may need to buy 2.

Q: I peeled off the back side it is a little sticky but not enough to stick on the screen why?

You're using the wrong side. One side is very sticky and the other is only slightly sticky and only because the company didn't use a high enough quality of adhesive on the protective plastic film and the adhesive stays on the surface of the tape instead of the plastic film. I ended up leaving the plastic on the inside so dust wouldn't stick to it.
