I meant the electrical motor carbon brushes, not a brush attachment for the collet on the spindle. Are the brushes replaceable, if so what size?

I don't believe this is a brushed electric motor. From the description, specs are given for dielectric strength and induction resistance, so I believe it's an asynchronous/induction motor, which means there aren't any brushes that will need to be replaced.

Will this work with 1/4" bits?

yes, it includes a 1/4 inch collet

Does the power supply have a motor enable/disable dry contact? And if so, how quickly does the spindle stop rotating when disabled?

No it doesn't. I wired in a key switch and an emergency stop for this. Key switch to enable and disable whether you can even start / stop the spindle and E stop to kill power to spindle and stepper motors. Stops on its own in under 5 seconds, does not have any powered braking for it.

Is a variable frequency drive needed?

Nope everything you need is included. It uses a potentiometer to control speed OR a 0-10v MACH3 input, although I have not personally tried the 0-10 volt input yet
