This photo page with the 3.5x5" layout does not have slots for memo tags. There are memo or journal slots on other formats of Dunwell photo refill pages, such as the 4x6 horizontal, 5x7" horizontal, and the 4x6" mixed vertical/horizontal sheets.

For the Vertical 3.5x5 do you have to remove the top photos to get to the bottom or do they open separately?

They open separately. I had purchased 3x5, 4x6, and 8-1/2 x 11. All good.
