Is the ink resistant to smudging? Is it at all waterproof, or suitable for using watercolor or felt-tip coloring markers over the lines?

The one I received dries instantly, and does not smudge, and seems to be waterproof. It seems like it may be a different pen, as mine feels rough and drags On the paper, nothing like a fountain pen.

Is this dispoable or does it have refills?

This pen is refillable! It uses Pentel MLJ20 refills which you can probably find on amazon.
