No, this is a RF mount and will not fit your 90D. With a crop sensor camera, you can still enjoy the lesser priced EF lenses. You can adapt an EF lens to fit a RF mount, but not the other way around.

Anybody knows how the picture quality of this stacks up against EF 35 f/2 usm?

The picture quality is excellent and you also get the micro capabilities. I prefer the RF glass.
