Why is this not able to be shipped to my location in Southern California?

Amazon classifies it as not being CARB certified. That's old news. Intake is now CARB certified but Amazon won't remove the block to California addresses. They've been sent the EO#, photocopy of the exemption sticker, etc. We don't think they know enough about cars & emissions to understand.

Will this fit the 2006 expedition with the 5.4l since it is basically an F150

The Expedition has different fitment and clearance in the engine compartment. The Roush 402101 intake will only fit 2004-2008 5.4L F-150's.

Almost sold on this one, but how much better do you say this one is better than K&N?

The performance & mileage gains described for most performance parts are against a factory configured engine. Aftermarket manufacturers rarely compare against each other. Data from each manufacturer against a stock engine can be compared side-by-side when researching.

Do I replace the filter or do I buy a recharge kit if they even make one?

Buy the recharge kit and clean it everytime you change your oil
