Q: Where can I buy the 220-240 voltage version for Kuwait?

All of our popcorn machines run on the 110 v; we currently do not make any of the 220-240v versions.

Q: I read some older reviews about inside the top part of the unit rusting. Has this been remedied in recent models?

Had mine for about a year now and it is doing great. No rust. I do not clean it as often as I should.

Q: Does this popcorn popper still work well when you wish to make smaller batches (for 1-2 people) or does it tend to burn then?

Yes it works great for smaller batches too. Just put in less kernels and turn it off when it is no longer popping and dump it. I find it works best to make sure the oil is steaming a lot before you add your kernels. Then the kernels pop quicker and have less tendency to burn.
