will it fit 1/2" wide picture frame?

The minimum frame side should be 13/16" or just over 3/4" for the cleat to attach and rest properly on the frame.

My picture frame is only 1/2-inch thick. Will I be able to attach the cleat to the frame without the screws poking through?

The screws that come with this cleat kit are 1/2 long. You could supply your own screws and use a #8x3/8" screw instead. Or it is possible you might want to not use a cleat and use a different type of hanger.

Will these work on aluminum frames?
