The two carrying handles are fixed, but the long strap is adjustable and can be tightened. Hope this helps.

Yes, it does fit a mouse (and charger) in the side compartment. There are actually 2 side compartments, one with a zip that fits the mouse and charger in and one with a velcro fastener for a few papers or a note book. It's a slim bag but very well made and I thought it was great value for money.
