Yes the tubes for the sticks are tapered, and they are a hard plastic. They are not foam lined

Q: Will this case hold a 31 inch shaft

No, it will not hold a 31 inch shaft. My shaft is 30 inches and there is probably only about a quarter-inch of space beyond it.

Q: Can the divider insert be removed?

The resin form is not intended, nor recommended, to be removed from the cue case as it is attached.

The case I received marked 2 butts 2 shafts was for 2 butts and 2 shafts. I believe the picture showing 2 butts and 4 shafts is for a different case.
