Is the top bit flexible enough to fold and fit under airplane seat (around 23cm/9inch height)?

Hello, the top can't be opened, but the bag can be folded under the seat.

It weighs around 350 grams and is fine for a smaller cat but was too flimsy for my larger cat. I had to get another type for him (Kosttapaws Cat Carrier, Airline Approved Pet Carriers Bag, the larger size ) and he weighed 7.7 kgs with the bag, just under the 8kgs allowed by Lufthansa. That bag weighed 980 grams, just under 1 kilo.
