It does not fold down unless by folding down you mean it can be stored flat after complete disassembly. Don’t worry though, disassembly is a cinch since the actual stroller becomes disassembled with basic use. I.e., the bolts and wheels just completely unscrew and fall off randomly.

Where is this made (country) and can it be used outside?

I think it’s U.S made, or Scandinavian? We use it outside and it holds up well- the front wheels are fixed though, they don’t turn, I think it’s a design flaw but somehow the aesthetics of this item out-weighs that lack of functionality. Our 18 month old totally makes it work for her turning needs, a kind of pick up and slam turn technique. Maybe the challenge is something beneficial to her manual dexterity 😂

What’s the weight limit for this stroller? My daughter started sitting on it - she’s 27 lbs.

Is this a walker (babies can pull up and lean on while trying to walking) or just a toy stroller?

It has wheels that function so they can't pull up on it without it slipping out from under them. That said, as my granddaughter was learning how to walk, we'd put her hands on the bar and walk with her to teach her. Then as she began walking herself but was unsteady, the stroller gave her the confidence since it was something to hold on to. Now that she is a seasoned walker, she takes the stroller outside when we walk the dogs, go for walks or even trips to the park. Very well made and has taken a toddler beating indoors and outdoors.
