Maybe, never used it for anything really heavy. Be sure to let it cure a few days untouched. And test it.

What is the best glue to use when attaching glass cabochons to the frames?

If the frames are metal. This glue would work. Best to rough up the areas to be glued with a file or sandpaper first.
