Q: Does this come with everything that would be needed to make it work on a 99 grand Cherokee limited?

Yes. Put it on 2002 and had everything I needed. Wj model years are 99 to 2004. This will have what you need. Shocks, spring, lower arms for front, bump stop extensions, etc... You will need coil spring compressors tool to install front springs if you dont want to pull all the arms in front to install. Can do it without, just more labor.

Q: does this fit all wheel

Does NOT fit AWD models. Models equipped with a CV style front driveshaft may result in driveshaft vibration. If this occurs, replacing the driveshaft, axle yoke and / or transfer case yoke will need to be performed to rid the vehicle of driveline vibration. CV Driveshaft Example

Q: Why won’t it fit a 2wd

Different suspension from a 4 wheel drive. Could probably be modified to work though.
