Q: Is this functionally equivalent to an existing Arduino that's been around for a while?

From a high level perspective, if you are programming the MKR Zero with the Arduino IDE then the answer is, more or less, yes. There are pins that can be programmed to do digitalWrite(), digitalRead(), analogWrite(), analogRead(), etc. (although the total number of available pins differ). However, from a low level perspective, the MKR Zero employs a different microelectronic chip than the Arduino Uno, which does make it different. The Arduino Uno utilizes the Atmega328 series, while the MKR Zero utilizes the SAMD21 series. In short, the Atmega328 is a simple computer architecture which ultimately makes it a quick, easy-to-use, option for embedded programmers. The SAMD21 architecture incorporates ARM Cortex-M series technology, which makes it significantly more powerful than the Atmega328 (in terms of capabilities), but it is more complicated to use. All in all, though, these low level considerations only matter if you are an embedded programmer that intends to program the device in a direct-register-access fashion. If you are just sticking with the Arduino IDE to program it, then you don't have to worry about this.

Q: Does it come with a programming Cable?

Q: Does it have a battery charging circuit on the board?

This digikey (electronic parts distributor) explains that it does have a "charging circuit" on board (//www.digikey.com/en/product-highlight/a/arduino/mkrzero-with-headers) "The battery voltage can also be monitored since a connection between the battery and the analog converter of the board exists and the board includes charge circuitry to easily recharge the LiPo from a 5 V source."
