Q: Can I hook a full circuit to one 20 amp side and another full 20 amp circuit on the other side? Say lights on the left and plugs ins on the right?

Q: order 12 break four of them did not work

Are they installed properly? They have to seat all the way in or they will not work. Have an electrician check the installation out.

I believe that it is ctl but not 100% sure. I have used them in two different homes the second being a very old panel and they have worked very well.

When choosing a breaker always remember to stay with the same brand name that’s your main electrical panel was manufactured by in your case is a Square D brand also taking in concise ration the amperage capacity it’s required most common you have 20 use for receptacles like in the kitchen bathrooms and outside receptacles and you also have 15 apms which is for mostly for bedrooms Arc-Foult circuits
