Q: Does the output stay on for 10 sec after trigger is removed?

No i don't think so. I used this relay to create a 10 second delay on my truck headlights. So the lights turn on 10 seconds after powering the relay. But whenever you remove the trigger power lights go off.

Q: Can this be used to steady a noisy float switch? Is frequent timer cycling bad for it?

That's what I'm using it for. Just make sure that the surge isn't what's cycling the pump. I used a 10' length of 1/4" tubing between the pump and switch to dampen the pulse.
