Q: Hi is this a true 4K player 2160 or 1080 up scaled to 4 k ?

It is a 1080p player, it is NOT true 4K, it just upscales content, it will not play UHD discs.

Q: Is this player Bluetooth as the first pic suggests as I am not seeing Bluetooth listed as one of the features on the box ?

Q: does the multi-region part work for 4k discs as well?

All 4K disc's are multi regional. They will play straight away, It's the additional blu ray disc that is regional. So you could buy a Region A 20th Century Fox 4k Disc the 4k disc will play here in the uk but the blu ray disc won't

Q: will it play uhd blu rays ??

No, you need a true 4K blu ray player as well as a 4K tv. You also need to upgrade your leads to carry the uhd signal. 4K upscaling is not the same as true 4K.
