Q: Are there sensor hookups to monitor fill level?

There are no obvious provisions for water level sensor though it may be possible to retrofit one into this tank.

Q: Can this be used in the vertical position?

Yes it could be, the water line out the bottom would have to be connected before the tank was installed and the tank would have to be supported so that it is not resting on the fitting. On my installation the supplied clear plastic water line burst so I would recommend purchasing reinforces plastic water lines.

Q: Is the large protruding outlet the fill access or vent? Meaning is the true capacity 20 gal or less because of the vent outlet?

The actual capacity is between 18 and 18.5 gallons. If you angle the tank slightly, You could just about get 19 gallons. Bear in mind that if you want this to vent properly you need a little bit of airspace at the top. The only way to get a full 20 gallons would be to make the tank a little oversized, and the manufacturer has not compensated for this. The vent is just slightly higher and smaller than the inlet port, meaning water will overflow from your fill tube before the vent, which is what you want.
