With this dim very low watt led lights and not flicker the leds?

That depends purely on the LED. LEDs do not dim like conventional lights do. They dim via a controlled flicker and must have a built-in microcontroller to regulate the flicker to appear as if it is dimming. You must use DIMMABLE LEDs if you don't want random strobing

Can this turn on an LED flood for 2 seconds and then turn the light off for six seconds and repeat continuously?

The Pro-D6 is a simple dimmer pack with no internal processing beyond DMX-512. To execute the program you suggest you will need a DMX-512 controller (i.e. PC based DMX-512 lighting board/controller.)

Can this pack be rack mounted?

You would have to mount it vertically on a plate of some kind, because if you put it horizontally, you would lose access to the connections on the end. The unit is 18 inches without something being plugged in to the end, so a standard rack opening is 19" and does not allow space for the rack mount rails or he plugs in the end.

With this dim very low watt led lights and not flicker the leds?

I think that depends on the LED lights. In my experience, LED light bulbs are not made equal. Even those that are dimmable get the "flicker" effect when the voltage is reduced and some of them get a buzzing sound in them similar to what CFL lights. We only use dimmer packs or incandescent lights. All other lights are DMX LED light fixtures.
