What are the lumens at the lowest setting? Obviously not off

You can dim this down to barely there. Remember when measuring lumens, everything depends on the distance from the light source: the further away is your point of measurement, the lower the reading. I use the 100 and 150 watt units located about 14 feet from the floor. They provide very comfortable working light. I can dim them down quite a bit, but I don't because I don't find that useful. I have several switches covering the entire building and I can limit the light in the desired area by turning off the other switches.

I am sorry if this is redundant but i want to light an area approx 25 by 25. i will be hanging at 17 ft. can i use one 200w or better with 2 smaller?

That is completely up to you, how much light you want and what purpose you want the light serve. If the space is storage and you don't care about shadows or the light level, one would be adequate. If it's a working space I would consider 2 - 4 150w. I have two different spaces; one is 16' x 32' x 17' ceiling w/ (3) 150w on 8' centers, and 16' x 36' x 13' ceilings w/(6) 100w on 10' centers. Each bay has incredible light for working, but the high bay with just (3) lights in a row cast shadows, where as the two rows of (3) has much better working light.
