Is the cap area large enough to refil the cans? I have a 5L can of dinitrol and so if cans were tefillable i could just pour into the cans.

Yes - these cans are for the Schultz system I believe it’s called and you connect them to an air hose. The top unscrews and you can see see straight inside , no baffles. A bit larger than the top of a plastic milk bottle. It’s rather thick stuff so difficult to pour but possible if you warm it first

does this come with flexible wand for the spray nozzle

No it does not as the product will not go through the wand

Does this need a air pump? If so, can a electric tyre pump be used?

You will need a portable air compressor designed to be used with air tools, a tyre pump will not work. This product is available in aerosol form as well. It's a great product I've used it to protect the chassis of a land rover defender. Can be messy to use though, keep it off your skin, difficult to remove.

Can this be brushed on?

Yes can be brushed on stand the tin in hot water first

Good product.

Used Brunox rust converter on the underside of my Avensis, then once cured covered with Dinitrol and now it is glossy black and no rust. Warmed the Dinitrol up in the sunshine and it went on beautifully.

Better than I could have asked for. With proper prep, this underseal lays a very thick coat which dries well. Very easy to use when hooked up to an airline. Great peace of mind knowing my underside is coated with this
