Will this restart after a power cut. EG :if you switch it off from the mains plug and then back on again an hour later does it carry on dehumidifing?

It will restart from the last power state. However, the unit carries a warning sticker which states that the plug must remain powered to allow the unit to run a 2 minute shutdown cycle. If you want to automate the power off you will need to monitor the power supply load in order to turn off the plug. It's not as simple as turn off the plug to power off the device.

Doe this has economy mode for lower power consumption?

It has 2 power levels: High: 680W, Low:370W I use mine on the Low setting about 75% of the time. It is an excellent product

Has anyone used one in a cellar? (where humidity is the only issue), if so, how did it fare?

Using one in my double garage where it is cold (ambient) and currently 60% RH or thereabouts. It is taking 20 litres of water out of the air in a 24 hour period and warming the air a little. Helping to stop leather upholstery from going mildewy, and stopping chrome from rusting. Far beter than a compressor type that failed after 2 years.

Does it lower or raise the temperature of the room ?

It raises the temperature of the room by blowing warm air.
