Q: Is this really for outdoor use?

Sorry, this lock is surface waterproof only. Can't be used at outdoor.

Q: I want to install two of these on the bottom of my electric up and over garage door. Is the bolt mechanism powered or does it rely upon gravity..?

It locks in when powered, the moment it looses power the lock pin returns on its own possibly by spring inside.

Q: Can I operate this directly from a switched 12v supply similar to a light switch so the lock can be opened and locked simply by turning the power on

If the power supply is DC12V power supply, you can try to connect this lock to the power supply.

When you give it 12v it locks. If you place a access control switch like a keypad etc on the outside that gives the lock 12v yes that will work
