CBB61 3UF 250VAC 50/60Hz Ceiling Fan Capacitor 2 Wires

I needed a 3uF/250VAC/70C CBB61 capacitor to replace in my fan that had a dead one, and this would have been perfect, had it been within tolerance. I spent 90 minutes installing. I had to cut the mounting tab off as my original had a mounting tab that went the opposite way, but otherwise it fit. So I installed and put everything back together so I could power it, only to find that it isn't a high enough capacitance to start my fan. But it won't start the fan when cold. It spins at about 1RPM (literally millimeters per second). I have to manually spin the fan to get it going once powered, which would indicate a weak capacitor. And once it does get going with my assistance, it spins about 20% slower than it did with the original capacitor.So I took it all apart again, and did what I should have done before installing, and borrowed a multimeter that measured capacitance. So I tested the new capacitor, and it tested at only 2.6uF, which is 13.3% outside the stated tolerance (which is rated at only ±5%).So now I have a part that I modified to install, and therefore can't return, that is outside specification and doesn't work.

Got sooner than I expected a got my fan Rocking again.
