Dimensions of the tool in T-handle position?

The hight is 3-3/4" from the top of the handle to the end of the bit, but without the bit installed it 3-1/8. The handle length is 5-1/4"

By you, it is not electric or battery powered.

These are 1/4" bits? The shank holds them by magnet? Is the magnet strong enough to pickup several screws?

Depending upon the amount and of course size the magnet does powerfully attract more than one

I have just received this item. it doesn't seem to be magnetic. none of the bits could hold on to even a very small screw. am i missing something?
