No. This is hard core nylon meant for mounting. It would not work for a watch band.

How many pounds will this Velcro hold when used for curtains?

Ifu are talking about kitchen or bath curtains, or sheers, any light weight material, you will have no problems. Ifu are thinking of heavy drapes, unless it's only a valance, U may have lots of problems, with them "pulling away from the Velcro lock & falling down. I'm very curious as to why you would even consider this method for hanging. There's so many beautiful decorative rods with beautiful ends, like porpoises, whales, seals for bath curtains & flowers & other designs for kitchen, bed & living rooms. Now, ifu are using the Velcro for CLOSING, because there is no weight involved, there would be no problem, except that Velcro is NOT PRETTY, ONLY FUNCTIONAL & you will be able to see the Velcro. I, personally would NEVER USE IT FOR HANGING. Hope this helped.

Does it come with both rolls

Yes it does. Hook refers to one roll and loop is the other. 2 rolls included with product.
