When can i apply this? can i cleanse first with ceerave foaming wash and then use this and then a moisturizer?

A lot of people use this as an exfoliant, so yes, that's totally acceptable. I'd give this 10-15 minutes before moisturizing, or at least let it dry completely.

Are these pads individually wrapped?

No, its just the container with all the pads inside

Does it take off makeup

I've used them to remove makeup on ocassion instead of micellar water. I swipe as much makeup off as I can then wash my face as normal. I wear lightweight makeup, though. Might not be effective for long wear or waterproof makeup.

Does it remove blackheads? I have so many on my nose and it gets really oily. I live in a humid hot country.
