Should i shake this before using?

Yes, take it to a paint store or wherever you bought it, and have them shake it on their paint shaker. Great product!

Can I use what’s left over as a regular primer for paint?

I’m not a professional, but, I’d think it would make a good primer as well! It dries as a “satin ” finish and I would think any cover paint would adhere to it well.

Can this be used over existing wallpaper in order to paste new wallpaper on top?

Yes, but you should not hang new wallpaper over existing wallpaper for a variety of reasons. See my book, Interior Architectural Painting: a tradesman’s guide, for more information.
