Can I cut this with a sharp scissor?

The scissors would have to be real sharp and have strong heavy blades like garden shears. I started the cut with a heavy, sharp kitchen knife and finished it with a small electric hand saw. Measure and cut before you put it under the door or it will be too difficult to cut after installation. This is an excellent product, so be careful not to ruin it.

Will this stop unwanted smells, like cigarettes, from getting inside?

I think it will help, but I'm not sure it would be 100% effective, as cigarette smoke tends to permeate the smallest of spaces.

Will this work on carpet?

Don't see why not. Carpet has a little more give than a metal threshold so should be fine. I have installed 2 of these on front doors of homes and worked great with metal thresholds.
