They need some type of audio source with power These are unpowered speakers. They wouldn’t play directly from a phone or other source that only sends a signal

Do I need an AMP or will my HDTV speaker out RCA plugs drive them?

Tv should drive them fine. I have them hooked directly to an old plasma pioneer. They work great without amp.
