What do all the numbers mean on the bits? On the 5mm, the numbers are 5x5x13x57. I figured the first number is the bit diameter? Others???rs

First number is the diameter (in mm) of the flute end. Second number is the diameter of the shaft. Third number is the length of the flutes. Fourth number is the overall length.

Where do I find information on the feed rate and speeds for these end mills?

To be honest I'm not sure. Chinese bits made of who knows what steel. You'd have to get a hardness test and have extensive knowledge of cutting angle vs cutting material to have an accurate guess.

How do these work or Stainless...anyone?

stainless- speed and feed is critical. You must use a low rpm and apply significant feed pressure otherwise it work hardens and you won't be able to cut it. \
